If you took away offsides the entire nature of the game would change, and not for the better. I know this idea has been tested and played out before and the result was a number of players hanging out by the goal for both teams and some in the middle running themselves ragged. Goals actually go down because for every player who tries to gain an advantage being closer a defender marks him and thus the advantage is negated.

So far as the subs go, 3 is plenty at the International level.
References :
No keep it how it is and I hate timeouts. It's waste of time and I don't want to see commercials.
References :
Perhaps the substitution rules could be changed. Even changes as radical as "time outs" to allow for teams to talk strategy with the coach without the clock running.

As for the offsides...I think it should stay. With out it, there would basically be a player hanging out by the goal. Each team would not have to handle the ball up the field. They would just kick it to this team member for a one on one with the goalie.
