I know this idea has been tested and played out before and the result was a number of players hanging out by the goal for both teams and some in the middle running themselves ragged. Goals actually go down because for every player who tries to gain an advantage being closer a defender marks him and thus the advantage is negated. Even changes as radical as "time outs" to allow for teams to talk strategy with the coach without the clock running. As for the offsides...I think it should stay.
