As of the 2008 season, Joe Montana of the 49ers and Terry Bradshaw of the Steelers are the starting quarterbacks with the most Super Bowl victories at 4. Montana won Super Bowls XVI, XIX, XXIII, and XXIV and Bradshaw won Super Bowls IX, X, XIII, and XIV. Montana, Aikman, and Brady have 3 each. Earl Morrall also won three rings as a backup, one with the Baltimore Colts in Super Bowl V and two with the Miami Dolphins in Super Bowls VII and VIII. Steve Young also has 3 rings. 2 as a back-up to Joe Montana in SB XXIII and XXIV and 1 as a starter in SB XXIX.

Joe Montana has 5 (I think?). Terry Bradshaw has quite a few too. I can’t think of anyone that has more than 5 though.

If you are talking Super Bowl rings then it’s a tie between Joe Montana and Terry Bradshaw.
If, however you are talking NFL Championships (pre-SB era) then, I believe it goes to Otto Graham.
