Well, it would be streaming video so the best way would be either from a web camera or from one of those audio connectors to your sound card that comes with software.

That would get you sued, first of all.
Second, video streaming requires more bandwidth than you have.

Best way might be installing tv card to your computer and using something like kmplayer to watch and stream simultaneously.
